I first saw this advertised on Facebook a couple of weeks ago, well before the media and PSG made any announcements.
Being the inquisitive type, I decided to dig a little deeper and found that this 'PSG Academy' in Wales (and previously England) is actually run by a company called ERA Sports & Education Ltd - a company based in England.
Taking a closer look at their website (which no doubt will be the same for Wales as it is for England):

It says this at the bottom:
"ERA SPORTS AND EDUCATION LTD is an independent company dealing in its own name, on its own account and at its own risk. ERA SPORTS AND EDUCATION LTD is not authorized to act in the name and/or for the account of the Paris Saint-Germain Football and/or PSG Merchandising companies nor to act or represent itself as the agent or representative of the Paris Saint-Germain Football and/or PSG Merchandising companies. ERA SPORTS AND EDUCATION LTD shall not create any rights and/or obligations between the Paris Saint-Germain Football and/or PSG Merchandising companies and third parties."
Which brings us to @Gazza4421 post above - which pretty much sums it all up IMO.
It would be interesting to know much it cost the company to use the PSG name and subsequent official pr coverage:
